This paper describes three political campaigns launched in Tibet in 1996. The program of Patriotic Education was launched in May 1996, implemented first in the monasteries and then extended to the rest of society. In the same month, a rally was held in Lhasa to launch the Strike Hard campaign against crime in Tibet. Meanwhile, statements by leading official indicated tha the construction of Spiritual Civilization was to be stepped up. All three ideological drives continued during 1997 and, to a greater extent, into the first half of 1998.
