TIN Report In the Interests of the State: Hostile Elements III 1987-2001 This publication presents findings of TIN's political prisoner database during the time, documenting decline in known Tibetan political imprisonment to levels that had not been seen in more than a decade. It explores how factors including political and religious repression, continuing maltreatment of prisoners, an increasing rate of death in detention and the difficulties of life after release, have contributed to this decline.
